Same issue with v0.86. Which is weird because according to [the code](https://github.com/Snowflake-Labs/terraform-provider-snowflake/blob/f3c85c0ebe3e54dc91836fe998c2d7c8e3373a52/framework/provider/provider.go#L442), the value written in the provider should override the environment variable.

Hey, What is the update on that feature ? I'm willing to take it if you're busy @josdotso.
