I'm working on fixing and optimizing the mutants. Additionally, I aim to streamline the debugging process for future issues, as the existing method is quite time-intensive. I will update this...

This is outdated atm, would prefer to open a new one when it will be the case.

This follows the same structure as https://github.com/stacks-network/stacks-core/pull/4593 which was previously merged. It includes the mutants for multiple PRs.
