I do not agree. It is written like the other ones as well. But please help me or feel free to rewrite it in a way that it is accepted.

It is correct that you cannot simply download the tool. It is a closed source tool that you need to buy or that your need to contact the developing organisation...
Good question. The restriction in v1.3.11 was removed in v1.3.12
