This PR updates the following dependencies: * **Microsoft.CSharp** to version 4.7.0 * **Microsoft.Data.Analysis** to version 0.19.1 * **Microsoft.ML** to version 1.7.1 * **System.Memory** to version 4.5.5

This JAR is built with Scala 2.11 which is no longer supported: [Spark/Scala/sample files for scala.zip`](https://github.com/Azure-Samples/Synapse/blob/main/Spark/Scala/sample%20files%20for%20scala.zip) We need to either update this JAR, or remove it from Synapse documentation.
