I'm guessing its across all nodes..
why not use activejob-traffic-control? https://github.com/nickelser/activejob-traffic_control I guess it adds a redis/memcached dependency

don't see any relevant errors in console logs..
Looking forward to this one.. will it support remote options fetching as well? I think thats kind of essential..
