Okay guys it's Cofh Core, you need to disable "Improved Mending" to fix it.
The file is called cofh_core-server.toml, seems like it's created in your world config folder but obviously I edited it and put it in defaultconfigs folder. PS I don't have 1.19.2...
minecraft/saves/*yourworldname*/serverconfig use search or something
