We add a better error message and support `import {Foo} from "bar.sol";` style imports for these older solc versions

Can we add a test case that uses an array type as an argument please?

We should make this a SolidityCall to creationCode with an argument of the initcode. Also for runtimeCode, too

@WarrenPanDDDD You need to use a framework like hardhat or foundry which support multiple compiler versions in the same project
