Halo2 Circuits

We should consider using Halo2 arithmetic circuits and should evaluate performance differences. It would be useful to be able to prove proofs in a web environment using WASM.

Currently, `revm` uses `c-kzg` for KZG point evaluation. It would be useful to have a `[no_std]` endpoint for this, which [`kzg-rs`](https://github.com/0xWOLAND/kzg-rs) can be used for.
