The problem is in GustavDev and it is Patch 7 specific. As long as GustavDev is present in modsettings.lsx, LL MM doesn't work. If removed, LL MM works again, but...
Also, modsettings.lsx seems to be taken over by in-game Mod Manager, and it always removes the ModOrder section, as well as third-party mods. Only when I clicked on those mods...
