There are no plans to allow this library to work without Performance Observers as browsers without Performance Observer support will not support the majority of the metrics this library provides...
Similar to #320 and, as per there and the discussion above, our aim is to measure the full life cycle as much as possible. so closing this issue.

The [associated Chrome issue](https://bugs.chromium.org/p/chromium/issues/detail?id=1312568) was fixed in Chrome so closing this under the assumption it's now no longer an issue. Feel free to reopen if that's not the case.

As updated in https://issues.chromium.org/issues/339767457#comment2 I think you're correct that this is only set once. And agree it would be good to document in MDN as not the most obvious!
