Is this actually ready for re-review? There are still open comments from the last review, and it's failing several CI checks, so I was assuming it was not yet ready.

Update from triage: I haven't heard anything yet on when the utils SDK will be usable for us.

@alterhuman Please see my comments in the issue; there is no plan to land this PR until platform view gesture support for macOS reaches `stable`, and it hasn't even landed...

@bparrishMines @hellohuanlin This is ready for review. As noted in the PR description it won't land until the next stable, but since the PR is in a good state now...
