ProtocolError on receive_data after connection is closed

I believe this is related to https://github.com/python-hyper/h2/issues/1181 H2 is closing the connection immeditietly after a GO_AWAY frame is received instead of waiting for a graceful termination after sending the connection...

Support graceful connection close
