I've just switched on beta updates, downloaded update (RC3) and still plugins folder isn't in the extracted folder, maybe it's some preference/setting?

I tested again at work with windows 7 x64 and windows 10 and plugins were extracted, so I'll test again on my (windows 8.1) laptop

how do we fix this? reverting doesn't help, neither any other suggestions and I've tried many of them..
