Idcsclient.dll missing from NET sample app?

Is the Idcsclient.dll file missing from the download for the .NET sample app? The instructions [here ](https://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/idcs/idcs_net_sdk_obe/index.html) indicate they should be there, but I'm not seeing them.
