Idcsclient.dll missing from NET sample app?

Is the Idcsclient.dll file missing from the download for the .NET sample app? The instructions here indicate they should be there, but I'm not seeing them.

Hi, the DLLs are in a separate download from IDCS itself, details here in point #1 https://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/idcs/idcs_net_sdk_obe/index.html.

A warning that this is .NET Framework 4,8 code, so very legacy re codebase & integration.
