Yeah Parsec will use the GPU passthrough but enhanced session uses RemoteFX which doesn't use the full passthrough of the card.

As far as I know RDP will use the Hyper-V virtual display. The GPU Passthrough itself does not natively support vulkan or opengl. But if you have hardware acceleration enabled...
