That's sort of how it works on most versions except on 1.18 where its broken. It doesn't fade out the old chunks though, that is a good idea

I think this is caused by modded using more bits/block than vanilla 1.12. Should be straightforward to fix, I think.

Hmm maybe this is just a general Minecraft issue? Are the chunks in the nether generated already where the portal is trying to spawn?

Hmm are you sure this particular issue is caused by the downloader? It doesn't really touch anything that could cause this I think
