I've just tested this with my current freeipa setup and it started correctly. Also I don't see any new errors in the containers journal. Looks like a valid solution.

I had the same issue with the disabled LDAP users, and It's been going on for awhile now. Most recent version on my side was 28.0.1.1 and the issue persists.
