IKEA Tradfri (LED2103G5) turns on when receiving off command if already off

Can confirm it happens with LED2111G6. It seems that it only happens when a custom transition time is set in device settings. Maybe some firmware issue when handling `genLevelCtrl.moveToLevelWithOnOff`?
