FYI, i just downgrade docker desktop to 4.24.2, and the bug gone, refer to https://github.com/docker/for-win/issues/13985
linux下也遇到同样问题，初步看问题的在于将文件软链接当目录进行了查找，失败后异常处理可能不够合理导致内存消耗 其他内存管理方面和异常处理方面可能也需要完善下

应该是docker导致的问题，关闭powertoys后关机依然被阻止，再关闭docker后关机正常
