This could indeed be a promu version issue. The "new way" to specify build tags for promu was added in https://github.com/prometheus/promu/pull/238 and first released in https://github.com/prometheus/promu/releases/tag/v0.14.0.

@codesome I added the `breaking` label, but not sure if that's accurate. Iiuc with this change the resulting tsdb can no longer be opened by older Prometheus versions?
