Issue resolved when I downgraded the rebar version to 3.13.3(https://github.com/erlang/rebar3/releases/download/3.13.3/rebar3) from 3.16.1(https://s3.amazonaws.com/rebar3/rebar3).

Same issue for me as well, please help to resolve
