OK Again I Tried today to install clamAV 1.4.1 on a Fresh VM Windows Server 2019 Standard and the freshclam service is still failing it crashes with ucrtbase.dll and nt.dll...

@micahsnyder I have pinpointed the issues in the freshclam.conf as below, Hope Now you can check what has changed that the versions after 1.3.0 freshclam config doesn't like blank lines...
