@sleenen I was also facing the same issue then found out this [link](https://learn.microsoft.com/en-us/azure/postgresql/flexible-server/concepts-major-version-upgrade#process) please check if `Timescaledb, pgaudit, dblink, orafce, pg_partman, postgres_fdw` all these extensions are not present before upgrading...
