Surprisingly I found a solution, yes rollback the version of wintun.dll to 0.14, it's working I found the solution here https://www.reddit.com/r/Tailscale/comments/110nixq/wintundll_v0141_wont_start_the_tailscale_tunnel/ So if you have 2H22 and it doesn't work,...
