The idea is to emulate (replicate?) the redundancy [automatically provided by Azure Key Vault](https://docs.microsoft.com/en-us/azure/key-vault/general/disaster-recovery-guidance). When using ACS backed by AKV, it makes no sense not to have redundant ACS instances....
