GHA is set up on master. #447 is moving 2.x close to the finish line very quickly. Probably not going to do much with 1.x.

#447 should handle this. I've made a note to ensure that there's some mechanism to force patches to be applied.

Not going to merge this. You can disable with a config flag + this functionality is removed in #447 anyway

`main` has a way to re-trigger patching now: `composer patches-repatch`.

I asked Jordi how to go about doing this in a [discussion](https://github.com/composer/composer/discussions/11295) and tl;dr, this approach isn't going to work very well in Composer 2 because of how Composer now...

Patches.lock only exists in 2.x.

This seems resolved (and the referenced issue is also resolved).

`main` doesn't resolve patches from dependencies at all and I don't intend to update 1.x with this functionality. Sorry.

I've made a note to document this in `main`.
