rename "ReferenceEvaluations"

"ReferenceEvaluations" should be renamed to "Mean". Since we have "StandardDeviation". Moreover, "ReferenceEvaluations" provide no information for the underlying likelihood model.

Avoid optimizing away MPI calls if compiled with NDEBUG

The MPI calls inside the assertion are optimized away using GCC 9.2.0 generating warnings that is_mpi_initialized is uninitialized.
