Thanks! That should have worked, could you please try to clone this repo and run `python setup.py develop`? The compilation log might contain some information for diagnosis.

Are you sure you have cloned this repo correctly? It seems that the repo you have downloaded is `pclpy` as there is no `pkgconfig_utils.py` in this repo

Umm I don't really know why it failed. According to [this post](https://stackoverflow.com/questions/20201868/importerror-dll-load-failed-the-specified-module-could-not-be-found), you might need to check the compiled `.pyd` files and install missing MSVC runtime for it.

Unfortunately the implementation for filters is very primitive and I haven't tested it yet. Please refer to https://github.com/cmpute/pcl.py/blob/master/pcl/filters/_filters.pyx if you can understand Cython, which should be very similar to Python

It seems that a fast mode is introduced in v0.4 (#535), maybe it will suffice for this feature request?
