There's a small problem with paginating to newer messages. The scroll instantly jumps to the bottom of the new chunk

1. Scroll up until scroll to bottom FAB is displayed 2. Enter thread 3. FAB remains in the screen

Also, some user roles should be able to bypass the cooldown (e.g. admins). I suppose there should be a channel capability for that.
