I'm closing this, as I think the issue is fixed in the latest builds. Here's a video of how it shows up here. 
You cannot execute more than one query at a time in an existing connection. Even if running several threads on one connection, you will get "commands out of sync" errors...
32bit version is affected as well I suppose. Some of these files, for instance libcrypto-1_1-32.dll is a dependency for libpq.dll v10.x, which I would then have to drop as well....
Indeed, that's what I was thinking as well. But I learned there are poor regions in the world where people work with any computer they can get, even outdated ones...
