I think the problem with hx-on is that it's listening on the element it is placed on. You'd need something like hx-on-from-body. :)
Worth having a look at saveToHistoryCache. I haven’t checked, but my wild guess is it is only called when a trigger fires.

I think they are working on improving that for v2. But I can’t say for sure.
