Root cause of this issue appears to be a regression where Skaffold no longer handles CRLF line endings on Windows. This is in our `v2.2.0` milestone and will be fixed...

Still working on the fix here, should be in our next releaes `v2.2.0` which is targeting release on 2/21/2023
