I'm seeing that if you open a PR with specific reviewers, they get an email about codestream, even if they're not part of the codestream team.

Could have been a Feedback Request, I can look into that.

Switch to using jackc/pgx instead of lib/pq

Is there an ETA on this switch? Just wondering, as I'm having a similar problem as #2.
