Okay sorry, I thought you meant skin requests by UUID.
Do you use BungeeCord? If you don't have ProtocolLib installed, you have to re-login for changes of skin. So it seems like a bug your server software.
Do you use a vanilla Minecraft client?
Then instant skin changes properly doesn't work. You could disable this feature in the configuration. Then you have to relogin for the changes to apply.
Do you only want to download skins from MineSkin or also upload files to to it?
Please follow the project template. There are many details missing like the server log and version number.
Do you created an TLS certificate and installed it on your server?
Yes on that server and the configuration that your client (the Spigot server), actually trusts this certificate. For example by using a Let's Encrypt one.
