Could you check if ChangeSkin is installed in all Spigot servers and it correctly detected BungeeCord. ChangeSkin only listens to plugin messages if BungeeCord is enabled.

@Feerko You have to invoke /skinupdate to get the newer skin. Old skins are always cached.
