Since Sveltekit is gonna receive a major redesign of its routing system in the coming weeks, i'm waiting with this PR until then.

The PR has now been merged into SvelteKit, and I have lots and lots of work ahead of me.

This is ready to go, as far as I'm concerned. @chingucoding I'm once again sorry for the size, but would you mind going over this?

I actually almost never use WSL, I use Git Bash (via Windows Terminal), with Zsh installed on top of it.

I really like forwarding specific events and actions (maybe transitions and animations too?) with `forward:on:event` & `forward:use:action`. Should definitely make it in.

@theweekendgeek The JavaScript plugin for IntelliJ IDEA is only available for the Ultimate edition (which has it pre-installed, making it practically equivalent to WebStorm).
