There isn't really an internal constant being used that we can expose. Each shader / system handles mat_fullbright itself in different ways (e.g. changing ambient light value, changing color modulation...
Compiles (and configures/builds) fine after running `vcvars32.bat`. 
Seems to be caused by the HDR cubemap texture being very obviously bogus and having negative value pixels in it. Not sure why this isn't an issue in CSS, could...
