I wonder if that's because of "Skip Microsoft .NET assemblies" in v2.8.10-alpha from https://github.com/microsoft/dotnet-apiport/releases/tag/v2.8.10-alpha

Tagging @leecow. They are out of support. We're currently working through a process of deprecating NuGet packages, as documented in [this announcement](https://github.com/dotnet/announcements/issues/217). We will eventually get to 2.2 packages, but...

We don't currently have work to support not expanding globs in the old project system on our radar. Instead, we'd like to eventually be able to open old style projects...

Unfortunately, that's problematic too :( The files are passed to the compiler in the order they appear in the file, and that does have some semantic effects around partial types...
