i just tried your example /popup.ps3?msg_memory_card_utility&rco=explore_plugin&icon=5 it works fine on XMB, but not in-game, only normal popup.ps3?&icon= works on in-game xmb, only the icon works.

The rco that is mapped is the webMAN one, also i forget to tell you but if they install webMAN .41 it works just fine.
