I think this can be closed because my PR https://github.com/ropensci/charlatan/pull/96 should solve this.

deprecated just means that Visual Studio 2019 thinks that people should use the *fopen_s* function instead. It does compile fine without any errors using the GNU C++ compiler. Different solutions...
Python is not 100% portable. Many Linux distribution has stopped supporting Python2 because it will not receive fixed anymore. And not all python2 script can run using python3.
