Add ability to enable/disable ETW providers

Need a way to set enabled PresentMon track options from client application so as to not have unwanted providers during tracing.

After investigation of various implementation routes we have determined that is best to hold this issue for a latter release. As for now on both the internal and external releases we will enable all providers available. If users need to explicitly disable providers for capturing or debug we advise them to use the original PresentMon application. In next version we will look to add support for multiple-sessions and enabling/disabling providers.
