Yes i think perhaps it could be a windows thing.
No, these are files that have long finished downloading. It could be something to do with uploading, these are largish test files that I rename and then re-upload, then download...
For instance if i have a very large queue of uploads that are taking a long time, and decide to change my mind. Probably relevant for downloads too.
