Not sure how to add labels, but this is a security issue. I get random scrapes on my containers. #security?

From testing, it seems that tasks without a public IP are unable to reach docker to pull images:  I might change the default to be "true" then, or move...

I think that #2215 would solve this rather nicely. Couldn't get a review though :(
