Window placement wrong with 'always on top' in wayland

If I set any window as "always on top", such as a calculator, the drop-down terminal will show up in the wrong part of the screen.

I'm seeing this too, on Wayland. The terminal animates and stops maybe 100 or 200px from the top of the screen, then after about 0.5s it drops down a little more and stops.

Now when they have added the virtual keyboard, they seems to have added basically the same mechanics needed by a drop down terminal. So maybe it is possible to look at the code for that and get a more robust positioning, animation and staying always on top.
