Add support for cost_per_hero

There are new cost per player cards included in Wave 7. To match the health: number and health_per_hero: boolean style, I think we should add support for a new cost_per_hero: boolean to go with the existing cost: number. If this is set to true, we can show the per_hero icon next to the cost when displaying cards.
