Unable to move window on Monterey 12.2.1 (21D62) (M1 based Mac)

When using multiple displays, it's not possible to move the Window around the screen, nor move it to another display.

I am experiencing the same issue on a Mac mini 2018, with 2 screens.

Same but accidentally found a workaround.

When you move your cursor to the top of the window it becomes an up-down-arrow and you can resize the window vertically. Move the cursor up so far that only the down arrow is still on the window area. Now you can drag the window.
