uncheck all categories actually checks all categories on Home tab, all regions [moved]

<b>What steps will reproduce the problem?</b>
1.create multiple categories
2.Go to Aras Theme Options, Home tab
3.In any of the home page regions click the stickied posts/categories pull down.  If any categories are unchecked click Uncheck All menu item
4. result is that all categories are checked.

<b>What is the expected output? What do you see instead?</b>
- both check all and uncheck all result in all categories being checked

WP: 3.2.1
Aras: 1.5.1.2
