1.When i try to change css color style

<b>What is the expected output? What do you see instead?</b>
i cant see the css that i want to see on my blog because its not the same color, for example i select blue, i refresh my blog, and i dont see the good css

<b>What versions of WordPress and Arras Theme are you using?</b>
Wordpress 3.1.3 and Arras 1.5.1
