feat: implement driver for RCP firmware

This PR adds experimental support for the experimental radio co-processor (RCP) firmware from https://github.com/AlCalzone/zwave-rcp-firmware

This will eventually enable running most of the Z-Wave stack on the host, instead of relying on Silabs firmware magic ✨
